New Constructions and Global Legionella Prevention Standards: Protecting Healthcare, LTC, and Hospitality Projects from the Start – Complimentary warranty extension Starting November 01, 2025

Legionella Construction Compliance

By: Chris Gauthier, President & Chief Science Officer

Starting November 1, 2025, all new CSIPhoenix® systems installed and used for Legionella prevention standards during a construction phase will receive a complimentary warranty extension that covers the full construction period. This extension does not reduce or affect the standard 10-year warranty on every CSIPhoenix® controller once the facility begins full operation. It is our way of supporting engineers, contractors, and facility owners who are working to meet international Legionella standards without adding financial pressure.

*** Safe water does not begin on opening day. It begins the day construction starts. ***

Every major global standard agrees on this simple truth. Whether in Canada, the United Kingdom, across the European Union, or the United States, the message is the same. For Legionella prevention standards, one must prevent biofilm and Legionella from forming during the design and construction of every new facility.

At ProCare Water Treatment Inc. (CANADA), this has always been our mission. Legionella control is not just an operational task that begins after occupancy. It is a shared responsibility between engineers, contractors, infection control specialists, and water safety professionals who design the systems that care for people.

🇨🇦 Canada: CSA Standards for Construction-Phase Safety

In Canada, the Canadian Standards Association (CSA) established Z317.1Z317.13, and Z8000 to protect healthcare facilities during construction and renovation. These standards make water safety and infection control an active part of every construction phase.

For large, multi-year healthcare or long-term care projects, CSIPhoenix® offers a proven, chemical-free method to control biofilm and Legionella. Our systems can be temporarily connected to treat all incoming potable water until commissioning is complete, ensuring full CSA compliance and continuous protection from the very first day of construction.

🇬🇧 United Kingdom: HSE and NHS Guidelines

In the United Kingdom, HSE L8HSG 274, and HTM 04-01 define some of the most comprehensive water safety practices in the world.

HTM 04-01 requires risk assessments and Legionella control measures to begin during new construction and major refurbishments. It also mandates that temperature control, flushing, and disinfection be in place before any system goes live.

CSIPhoenix® copper-silver ionization technology aligns perfectly with these requirements. It provides consistent, chemical-free Legionella control during and after construction, making it ideal for hospitals, care homes, and cruise ships where water safety cannot be compromised.

🇪🇺 European Union: EN and National Standards

Across the European Union, countries follow harmonized standards such as EN 806EN 1717, and CEN/TR 16355, with additional frameworks such as VDI 6023 in Germany. These define safe design, installation, and maintenance requirements for drinking water systems.

The EU Drinking Water Directive (2020/2184) now formally includes Legionella prevention, requiring all member states to monitor and manage Legionella risk in both public and private facilities.

For large-scale construction, shipbuilding, or hospitality developments, this shift means Legionella control must begin during design and construction. Installing CSIPhoenix® early in the process ensures compliance and provides an environmentally responsible solution that keeps systems clean throughout the build.

🇺🇸 United States: ASHRAE and CDC Frameworks

n the United States, ASHRAE 188ASHRAE Guideline 12, and the CDC Water Management Toolkit guide hospitals, hotels, cruise lines, and long-term care facilities in managing Legionella risks.

Although these standards focus heavily on operational phases, their logic is the same. Safe water systems must be designed to stay safe. That is why an increasing number of healthcare and hospitality projects in the US now integrate CSIPhoenix® during construction. Preventing biofilm early reduces remediation costs later and ensures systems meet safety standards before occupancy.

💡 A Shared Global Logic

Whether in hospitals, long-term care facilities, cruise ships, or hotels, every framework points to the same core principle:

  • Prevent biofilm before it forms
  • Control Legionella with safe, validated methods
  • Maintain water safety from the first fill to the final day of commissioning

CSIPhoenix® delivers on that principle. Our copper-silver ionization systems can be installed temporarily or permanently to protect potable water networks during construction, commissioning, and long-term operation.

❤️ Our Commitment to the Industry

Starting November 1, 2025, all CSIPhoenix® systems installed to comply with Legionella prevention standards and used during the construction phase will receive a complimentary warranty extension that covers the full construction period.

This extension does not reduce or affect the standard 10-year warranty on every CSIPhoenix® controller once the facility begins full operation. It is our way of supporting engineers, contractors, and facility owners who are working to meet international Legionella standards without adding financial pressure.

At ProCare Water Treatment Inc., we believe safety begins long before a system is live. We care deeply about helping the industry build safer facilities and stay compliant from the very first day.

Together, we can build a future where clean, safe water is not an afterthought. It is a promise kept from the moment construction begins.
